This standard is formulated to standardize the principles， contents and levels of the design in preparing the feasibility study reports for water resources and hydropower projects.This standard is applicable to preparing feasibility study reports for construction， renovation and extension of large and medium-sized water resources and hydropower projects. Some contents may be omitted depending on the characteristics of the project. This standard may also serve as a reference for preparing the feasibility study reports on reinforcement projects.为规范水利水电工程可行性研究报告的编制原则、工作内容和深度要求，制定本标准。本标准适用于新建、改建、扩建的大、中型水利水电工程可行性研究报告的编制，不同类型工程科根据其工程特点对本标准规定的编制内容有所取舍。出险加固项目可参照执行。
